Study On The Innovation Of The Management System Of The Urban Community In Linhe Dstrictof Bayannur City

The community, as the basic unit of social construction and management, is a microcosm of the whole society. The study on the community is the foundation of the social research, and therefore, has great significance.On December 1,2003, Bayannur League was renamed as the Bayannur City and the original Linhe City was changed to Linhe District with a total of 9 district offices. In term of community management system, Linhe District has been adopting the traditional "street living system", however, with the rapid urbanization process, the rapid expansion of urban scale, and the sharp increase in the urban population, community plays an increasingly important role in mediating interest relationship, resolving social conflicts, meeting the needs of residents and maintaining social stability. For the traditional "street living system" makes the original street offices become the government’s "legs", and the tendency of administration and governmentalization is so serious, it is quite urgent to reform of the community management system, establish a new type of public self-organization to achieve the community’s "self-management, self-education, self-service". In 2012, Linhe District actively explored a new mode of community construction. Meanwhile, in March Linhe district committee and government released the report-"Instruction on the pilot work of the innovation of Linhe street community management system " and made experiments in Jinchuan, Huifeng, Jiefang Street Office, carried out community management system with the revocation of street office and implemented organizational structure of "a committee for a one center", and then formed a new integrated management and comprehensive service mechanism of "Community Party Working Committee plus Community Residents Council plus Community Service Center". This paper focuses on the Community System Reform in three pilot communities, through field research, summarizes the experience of the management system reform on the three communities and analyses the existing problems in the reform, and at the same time with the reference of the advanced experience of other cities community administration, finally puts forward feasible suggestions for further improving the level of Linhe community management.This paper is divided into five parts. In the first part, the basic concepts of community, urban community, urban community management are defined; the second part introduces the economic and social development situation in Linhe Dstrict of Bayannur City and presents three features of community management after the reform; and the third part points out problems existing in the urban community management of Linhe Dstrict of Bayannur City and analyses the causes; the fourth part is mainly about the experience and revelation of urban community administration at home and abroad; the fifth part puts forward innovative strategies and recommendations for the community management of Linhe Dstrict of Bayannur City.
