Research On Innovation System Of Community Management

Entering the new century, our party made a major strategic plan of building a socialist harmonious society. At the present, we are conducting the transformation of the socialist economic system, promoting various types of political reform actively. Some cities made the focus on the grassroots. They began to promote reform and innovation in urban neighborhoods and communities. Compare with the new situation of urban community self-government requirements, the existing urban community management system is becoming increasingly out of date. In this regard, a comprehensive study is conducted between the relevant state departments and the academic theorists. We launched a number of theoretical results, propose innovative social management system is the only way to build a harmonious community. In the process we must be innovative ways of government management community, take the world from a bridge for effective communication between the Government and the community, to further improve the organizational system and governance structure of the community.Our community innovation experiment conducted in the 1990s. Since then more than a decade, including Tongling, Anhui Province, Baotou Qingshan District, Beijing, Shanghai, Shenyang, Inner Mongolia Erlinahot, these cities and regions have implemented a community management system innovation. These reforms gave useful exploration for community management, community service means and methods, etc. These reforms have both their own uniqueness and have the promotional value. The community operation mode made by these cities and regions had advantages. And we found a number of shortcomings in practice.From 2012, Inner Mongolia Erlian actively explore the community management system innovation base for the characteristics of the flat, grid, and information. The city of Erlian carry out such reforms for the region even the country which accumulated experience and practicesIn this paper, in the method of literature and empirical analysis, the community management system innovation of Erlian conducted in-depth research, analysis of its causes, path, method, results, problems, and put forward countermeasures to improve the problem.
