The community correction is to limit the criminal activities to some certain social areas.It is said to be a kind of non-jail punishment,which integrating social resources to educate the criminals,reclaim the criminals and reform the criminals.In our country,the community-correction-based penalty system reflects the value of criminal policy,out of humanitarian considerations.From the perspective of public management,the purpose of the government management is to discover the objective laws of administrative management.With the objective laws,the government can reasonably distribute the limited public resources so that to reach the state of efficiency maximization.With the development of public finance,and people's increasing awareness of laws and political participation,traditional prison sentence,which is completely provided by the government as a kind of public security service,has emerged its drawbacks gradually.Therefor,people have higher and higher requirement on public security service.Attracting a third party,volunteers and other members of the community correction work as the main body can help the government get higher input-output ration in reformatory education.To some extent,it helps to reduce the public finance,avoid the proliferation of regulatory agencies,and make public resource allocation more reasonable.Moreover,for the government,the community correction is relatively free,which could supervise the violence in jail.At the same time,the community correction can help avoid bureaucracy and corruption in traditional prison sentence.More continuously and more reasonably management methods and means are needed by the government to strengthen the management of community correction,establish scientifically and reasonably management system,promote equalization of public security service,and improve the ability in public service.
