Research On The Construction Of Public Service System In China

With China’s rapid economic development, the people’s growing demand for public services, both the quantity and quality of public services has put forward new requirements. Countries by 2020, should establish explicit functions, efficient operation, and can govern themselves capable of effective supervision and management system and operational mechanism of institutions, advocating formation of Government-led, social forces actively participate in new patterns of public goods. However, I had the unbalanced development of public welfare service system exists, regulatory constraints, weakness, lack of funds and other problems, so the study of China’s public welfare service system is essential towards the formation of basic services limited and reasonable public service structure, the supply level of balance and moderation, and public service system with Chinese characteristics suited to China’s conditions.In this paper, the use of literature, comparative analysis, empirical research methods in the context of reforming institutions, around the current status of a study of public service system, mainly to solve the following problems:first, combing the relevant domestic and international literature, defining public service-public service system-public nstitutions* social organization; the second is to put forward the theoretical basis of public service system construction,by comparing the development experience of public service system in developed countries; the third is through combining with almanac data and empirical research data to introduce China’s public service system,analyzing the problems and causes; the fourth is to propose basic measures under the background of the present stage of reforming institutions of public service systems for further development.This study not only concerned about some issues of public service system currently, but also based on theory and data, to explore the reason hindering the development of public service system, to propose relevant measures to improve the public service system, from the whole to the part, thus promoting Chinese Characteristics public service system.
