With their unique characteristics in China, issues of agriculture, farmer, and rural areas are not exclusive in China. China’s leaders have mentioned many times in their speech, that the issues of agriculture, farmer, and rural areas are of great importance with respect to the whole situation of reform and opening up and modernization construction. Since reform and opening up, great changes have taken place in rural China, which benefit by the contracted responsibility system based on the household launched in economic area to meet the requirements of market economy and the institutional reform carried out politically with village self-governance as the core. This is the background of social transformation and large thrust, in the mean time, it is the important and only approach to achieve good rural governance.Due to the predominant geological location, the suburban villages have more opportunities to develop the secondary and tertiary industry. Compared with the traditional villages, the suburban villages have less agriculture and land, so the development basis and speed are better. However, the social transformation is a double-edged sword, during social transformation development, the failure of suburban villages governance continues to spring up and sometimes aggravates. Issues such as severe polarization of wealth, furious land conflict, dissimilatory democracy at the grassroots level, and intense relationship between cadres and so on restrict the comprehensive, balanced and sustainable development of suburban village. As the leader in promoting urbanization, research on governance issues of suburban villages can not only provide a template for the same type of village governance, but also can give a reference to other rural areas having similar problems because of similarities in rural areas. Based on a case of suburban village, this paper carries out some analysis on the issues arising during the governance of suburban village, and offers some detailed and penetrating analysis with respect to the causes of problems so as to propose corresponding countermeasure and suggestion.This paper is divided into six parts, the part of instruction expounds the research status of academic circles to suburban villages and the topic and structure via the introduction to the background and significance of the topic, literature review at home and abroad, and the specific research method adopted. The first chapter is about the definition of important concepts and brief introduction of individual case research, laying the foundation to avoid ambiguity in analysis of the main body. The introduction to case is a simple but complete expound on development and change of object of research, drawing the outline of the case and adding familiarity. The second chapter mainly analyzes the current situation of village governance and problems. The economic basis determines superstructure, therefore, the collective economy and personnel income are of same importance to the village governance. While, the collective economy of village M becomes depressed. And the personal income decreases instead of increase. The village resources cease to be the safeguard of the villagers. It is hard for the economy to achieve sustainable development. As the cornerstone of the democratic construction of villager autonomy, most people focuses on the village quality but neglect the precondition and practice possibility to execute power. This paper mainly focuses on various external irresistible factors which erode and dissimilate the villager autonomy. Of course, the problems of the villagers still can not be neglected. The external population in social management and the new situation of class division make the governance more difficult. The third chapter mainly focuses on various problems founded in the last chapter, carries out deep analysis and generalization & summarization, analyzes the reasons from three aspects such as delimitation of property rights, basic legal system, and implement of democracy at the grassroots level, deepening the cognition of problems. Because the definition of property rights is unclear, the economic dominant position cannot be guaranteed; the unclear legal definition leads to the unclear power and difficult implement of responsibility; the unstable democratic foundation aggravates the instability of the society.The last chapter, that is chapter four, combining the reasons and targeting the problems, proposes corresponding counter-measure and suggestion to the state, village collectives, and villagers from the problems solving. The state need to concentrate on the main points from aspects of policy, law, and institution to create favorable and harmonious governance environment. As the manager of the village governance, village governance shall create the brilliancy together with the villagers wisdom and courage. As individual, the villagers shall not only strengthen self-quality and capacity building but also make contribution to the democracy at the grassroots level. The last part of the paper makes a summary, explaining the deficiencies of the individual case except expounding the conclusion of the main body above.
