Research On Public Service Supply Mode Of New Rural Community

Accelerating the construction of new socialist countryside is an important way to change the pattern of urban and rural development, while the construction of the rural public service is the important content of new rural community construction. We must pay enough attention to it. In the process of China’s public service supply mechanism vicissitude, the rural areas lag behind the city for a long time. From the collective supply mechanism before reform and opening up, to individual supply mechanism before the reform of taxes and fees, and then is the multivariate supply mechanism, they all meet the farmers’ several demand of public service at that time, also with a certain limitation. In order to change the situation of poor supply of the rural public service, some efforts must be taken to increase favorable policies for farmers. We can improve the current situation of rural public service to better the quality of farmers’ life.Historically, the public service supply of urban-rural dual structure has certain rationality, because it meets the needs of the primitive accumulation of capital, which is conductive to the promotion of industrialization and urbanization. But overall, it is unfair because this mode violates the rules of socialist justice. The idea that at the expense of farmers’ interests in exchange for urban priority development needs to change. Thus promoting the equalization of public service development between urban and rural areas becomes the focus of the current government work.With the rapid development of rural economy, farmer’s demand for public service is increasingly diversified. To be honest, the supply mode relying solely on government can no longer meet the needs of farmers. Therefore, it is necessary to merge the market, society and other factors which are conductive to solving the problems of rural public service supply. In the process of new rural community construction, Z city formed its own development mode by attaching great importance to the rural public service development which is proved to be effective. Based on the example of C community in Z city, this paper discusses the present situation of the rural public service supply, analyzes the problems and at the end, we summarized the ideal mode of rural public service supply — "The triangle mode of public service supply" on the basis of "Four principles of rationality".The ideal mode consists of three necessary factors:government, market and social which cooperate with each other by forming the mode of "government-led, market operation, social coordination". At the same time, we emphasized the importance of farmer’s full participation. The ideal mode of rural public service supply fully mobilizes every respect’s enthusiasm, initiative and creativity, and changes passive management to active service, which is beneficial to the harmonious development of the new rural communities. Under the background of urban-rural integration, this paper discussing the ideal mode of rural public service supply has great significance which is conducive to narrowing the gap between urban and rural public service supply level.
