The Research On The Selection Of Rural Old-Age Service Mode In The Poverty Areas Of Western China

The growing of China's Old-age makes the situation of pension even more serious in China.Compared with the relatively complete Social Security System in Cities,The development of China's Rural Old-age Service is obviously lagging behind.Especially the construction of Rural Old-age Service in poor western areas has not established.Besides,the transfer of Rural Laborers that caused by Urbanization also increases the rural Hollow and the Empty nest of rural families.Although the whole old-age security in western areas has been some development in recent years,such as the basic coverage of Social Insurance,the popularity of New Rural Cooperative Medical Care,But for the connecting poor rural in Hexi Corridor which has impoverished counties and harsh living environment,it's obviously unable to cope with the violent attacks of Silver Tide under its absent system of Rural Old-age Service and the weakening function of traditional family supporting.The solving of Rural Old-age problem and the choice for Rural Old-age Service Mode not only reach the goal of harmonious society,but also achieve the goal of integration of urban and rural Old-age Service.Particularly in poor areas of Western China,its Rural Old-age problems directly related to national stability,livelihood development and complete coverage of urban and rural Social Security System.Therefore,How to solve the Rural Old-age problems in poor areas in Western China and select the corresponding service mode,will be the key to the development of Chinese Rural Old-age Service in this critical period of the growing old-age,fast development of urbanization and facing the Transformation and Balance of new normal economy.The thesis based on the theory of Welfare Pluralism,New Public Service and Social Support.Firstly,it clears the necessity and urgency of the choice for Rural Old-age Service Mode in the poor areas of Western China,and integrates with the rural field survey of Tongwei in Gansu province to discuss the present situation of supply,demand and existing problems of Rural Old-age Services in poor areas of Western China.Then,the thesis introduces the mode and characteristics of existing Rural Old-age Services,and analyzes the main factors of the choice for Rural Old-age Service Mode from the elder's physical function,economic status,family structure,cultural cognitive capacity,the existing old-age services,service level and policy support.And then,the thesis builds a binary Logistic regression models to analyze the difference,and summarizes the characteristics of the rural old-age services in poor areas of Western China and selects the measurable service mode according to their different variables.The choice of the Rural Old-age Service Mode in poor areas of Western China,is different from the others.The better the old man's body function,the more inclined to the choice of family pension service mode.It is mainly due to the traditional concept,the contribution to families and self value of the consideration,and also the helpless choice facing the Old-age and urbanization.Although,the demands of old-age services in poor areas of Western China's rural elderly tend to diversify,and the service needs of elderly under different grouping variables have some differences,but most of them are still biased towards the traditional family support services and self service mode,only a few elderly will select the social service.In view of rural old-age service system is not perfect,its corresponding service requirements can not be met.Hence,the choice and construction of its Rural Old-Age Service Mode is extremely urgent.It is impossible to select the same mode of Rural Old-age Service in poor areas of Western China,impossible to shift from traditional family support services to the social service mode,such as community elderly service.But to choose and construct different modes of old-age service for different demands and transition to the social service mode finally.Therefore,the last article puts forward the concrete recommendations on the choice of the Rural Old-Age Service Mode in poor areas of Western China from the aspects of system supply,platform construction,resource supply,culture supply and so on.
