Research On Emergency Management Of Government Gas Accident

The gas system is an important part in the construction of urban infrastructure and relates to the safety and harmony of cities and stability of people’s life. With the development of cities, the use of gas as a life necessity and relevant facilities have markedly increased while uncontrollable factors that influence gas safety have also increased and frequent gas accidents are reminding us of the importance of gas safety. The danger of gas accidents is well-known and how the government, as the supervisor of the gas industry, shall strengthen emergency management, correctly and effectively deal with gas accidents and minimize their danger has become an issue that relevant governmental departments shall strive to study and revolve.This thesis conducts research on the governmental emergency management of gas accidents. Based on the features, life cycle and danger of gas accidents, it mainly analyzes the emergency management status quo of gas accidents in China, elaborates on existing issues from five aspects, i.e. relevant legal system, governmental supervision, formulation of emergency plans, departmental coordination and propaganda, and puts forward recommendations and measures to deal with existing issues and improve the status quo so as to provide useful documents and basis for the government in enhancing gas safety management.China’s research on gas accidents focuses on safety management technology and risks, but literature and documents on the management of gas accidents from the angle of the government are limited. This thesis has expanded research on gas accidents and offers advice on the management of the gas industry for the government. The government, as the supervisor of the gas industry, has the right, responsibility and obligation to make more efforts in accident prevention, safety supervision and emergency settlement, improve supervision methods and ways, reduce the number and danger of accidents, strive to solve issues concerning the emergency settlement of gas accidents, control the danger of accidents and reduce the loss of society. In addition, this thesis maintains that the gas safety management of governmental departments shall be included in social management which has enriched the substance of governmental gas safety management and offered some ways and methods for the government to realize the universal coverage of gas safety management, and hopefully can generate more discussions on strengthening governmental research on gas safety management.
