Research On Government Internet Public Opinion Management Of Public Emergencies

Currently,in the critical period of transformation of China,the public emergencies have made the problems faced by the government in the management of public affairs more and more complicated and the environment more and more difficult.The party and the government have attached great importance to the online public opinion management on the public emergencies,resolved the crisis of the online public opinion in a timely and efficient manner,and properly handled the various emergencies of the online public opinion,which has become the top priority of the party and the government.At the same time,with the rapid development of network technology and the continuous innovation of media technology,Weibo,as an emerging network social tool,has gradually entered the daily life of the public.After continuous development,government affairs microblogs came into being.The government affairs microblogs can timely release government affairs information,increase communication with the public,guide public opinion in a timely manner,resolve all kinds of contradictions in society,and do a better job of managing online public opinion.Therefore,in the big data era,as a typical representative of new media,government affairs microblogs have become an active exploration of online government public opinion management of public emergencies.However,at the same time,the problems existing in the government affairs microblogs in the online public opinion management of public emergencies are gradually exposed.This paper first reviewed in detail domestic and foreign studies on government affairs microblogs,online public opinion management,and online public opinion management of public emergencies,and clarified the theoretical and practical significance of this study.Secondly,we introduced the concepts and characteristics of government affairs microblogs,online public opinion of public emergencies,and online public opinion management,and proposed the laws and theories involved in the study process,that is,the evolution of online public opinion of public emergencies and public governance theory.Furthermore,we clarified the advantages of government affairs microblogs in the public opinion management of public emergencies and the utilization of government microblogs in the online public opinion management of public emergencies by sorting out the developmentprocess of government affairs microblogs in the online public opinion management of public emergencies.Then,taking the "3.30" forest fire incident in Liangshan,Sichuan as an example,by analyzing the performance of the online public opinion management of local government affairs microblog "@Micro-Liangshan","@Liangshan Firefighting","@Sichuan Release" and "@Sichuan Firefighting" in this emergency,we summarized the positive effects,existing problems and causes of the online public opinion management of government affairs microblog in this event.Finally,by analyzing the microblog data of the selected government microblogs within a certain period of time,it was found that the government microblogs such as "@Micro-Liangshan","@Liangshan Firefighting","@Sichuan Release" and "@Sichuan Firefighting" achieved many positive effects in the online public opinion management of this event including releasing the relatively complete fire rescue progress and mastering the public opinion trend of the event "the fire rescue hero was humiliated" in a timely manner.In addition,for government affairs microblogs in the online public opinion management of public emergencies,there are many problems such as the time lag in the release of information,a small amount of information,lack of originality,the single style,lack of vitality and insufficient interaction with the public.In conclusion,there is still a long run for the construction of local government affairs microblogs.Finally,this paper analyzed the cause of this problems and made suggestions from five aspects including optimizing the information release strategy,changing the concept awareness,improving the construction of interaction mechanisms,creating a professional management team and improving the emergency response mechanism of government affairs microblogs to help the government to enhance its ability to use government affairs microblogs to manage online public opinions of public emergencies,so as to give full play to the unique advantages of government affairs microblogs and enhance government credibility.
