Research On The Main Problems And Countermeasures Of Rural Living Environment Improvement In Daying County From The Perspective Of Multi-participation

Under the background of urbanization entering a new stage of urban-rural interactive development and integrated development,the rural living environment characterized by "dirty,messy and poor" is not in line with the strategic layout of rural comprehensive revitalization,nor with the development thought of "people-centered".However,because the transformation of rural human settlements is related to the overall situation of rural modernization,it must be an important task of public management under the guidance of the government.Therefore,this paper selects Daying County,Sichuan Province as the sample point,takes multi center governance theory,collaborative governance theory and sustainable development theory as the theoretical perspective,takes in-depth interview and case analysis as the main research methods,and discusses the main problems existing in the improvement of rural residential environment in Daying county from the perspectives of government,village level organizations and villagers,market and social organizations Difficulties and main reasons,and put forward countermeasures and suggestions accordingly.In terms of structure,this paper first analyzes the "typicality" of rural human settlements transformation in Daying County,which is relatively lagging behind urbanization,serious rural hollowing and low degree of social development,as well as the universality of rural human settlements transformation in problems and difficulties under the influence of these "typicality".Combined with the reality of rural residential environment improvement in Daying County,this paper combs its main measures and results.On this basis,this paper puts forward the main problems existing in the improvement of rural human settlements in Daying county from the aspects of the lack of systematicness of government led operation,the lack of realization path of village level organizations and villagers’ subjectivity,the lack of coordination between society and market,and the lack of policy coordination;This paper analyzes the main reasons for the dilemma of regulation from the dimensions of the comprehensiveness of regulation,the government leading and multi-point efforts,the equity of regulation,the full autonomy of village organizations and villagers,the professionalism of regulation and the active coordination of society and market.Corresponding to the problems,this paper puts forward some countermeasures and suggestions,such as comprehensively improving the systematization led by the government,continuously consolidating the autonomy of village organizations and villagers,and coordinating and optimizing the synergy of social forces and market forces.The renovation of rural residential environment is a systematic project.The relationship between man and nature,the relationship between man and man,and the relationship between human centered residential field and residential field are all important components of this project.Grasping the relationship between these important components is not only an important content of public management,but also an important task of public management.How to further establish the core of villagers’ interests and needs,take villages and village life as the center,and adjust and optimize the remediation measures under the guidance of the concept of diversified governance and collaborative governance should be the fundamental orientation of rural residential environment remediation.
