Study On The Difficulties And Countermeasures Of The Development Of Rural Social Organizations

The Party and the state have always attached great importance to the issue of agriculture,countryside and farmers.In the report of the Nineteenth National Congress of the Communist Party of China,the strategy of Rural Revitalization was formulated as a new strategic policy for rural social development.It was proposed that we should adhere to the principle of "autonomy as the basis,rule of law as the basis and rule of virtue as the first" in rural society.The construction of the rural governance system with the organic combination of the three principles needs the joint participation of grass-roots governments,village committees,rural social organizations and individual villagers.In the current pattern of rural governance,rural social organizations are the new governance subject with the development of rural society.As a social force serving farmers,rural social organizations have sprung up in the countryside.Unlike traditional rural autonomous organizations,rural social organizations are independent of government organizations and play an important role in the construction and development of rural society.However,the development of rural social organizations is still facing difficulties and many problems.Taking the case of field investigation as an example,the author explores the causes of the problems from the perspectives of the government,the leadership of the Party,the rural social organizations themselves and the villagers themselves,and tries to find solutions.From the perspective of governance theory and social organization theory,this paper takes the relationship between the state and society as the research framework,with a view to realizing the benign interaction between the state and grass-roots society.Expanding the development space of rural social organizations,seeking the recognition and norms of system and law,realizing the healthy and orderly development of rural social organizations,and being able to assume the role of rural governance,helping to realize the strategy of rural revitalization.This paper consists of four parts.The first part is the introduction,which elaborates the background,relevant literature review,research focus and difficulties,research ideas and methods,possible innovations and shortcomings;the second part is the core concepts and theoretical analysis of rural social organizations and their development,and defines the concepts of social organizations,rural social organizations and red and white councils.Governance is based on the theory of national and social relations.Based on the theory of social organization and the theory of social organization,this paper analyses the significance of the development of rural social organization for rural construction.The third part takes the Red and White Council of a county as an example to analyze the current situation and existing problems of rural social organizations,and to analyze the reasons.The fourth part is targetedsolutions to the previous part of the problem.
