Public Agenda Setting And Its Optimization In Modern China:From The Perspective Of Public Governance

As the key link of the policy issues construction and policy-making,policy agenda setting include the public agenda setting,media agenda setting and the government agenda setting.Actually,the perfect model of public agenda setting is the basis for ensuring the publicity of public decision-making.And public agenda setting model is also the basis for safeguarding the scientific and democratic of public policy.With the rapid progress of the time,the interests of the community increasingly diversified,people gradually realized that he government is not a single subject to realize public interests.Interest group,news media,experts and scholars,social organization and public can also become the main body to achieve the public interest.However,due to the relatively backward of the system supply,conservative and closed system of the government and the bondage of traditional negative culture in China.Also,because of the relatively low degree of organization of the public,and it,s affected by the subjective value preference,etc.There are some problems with the pattern of the public agenda setting,such as the negative of "Special Interest Groups",some relatively insufficient professionalism of the news media,and it's not comprehensive that the information obtained by some experts and scholars.The problems also include the limitation of citizens' own quality and the lack of their democratic consciousness,and the limitation of the government performance evaluation index.Because of the existence of these different types of problems,the public agenda is easy to deviate from the public nature of public decision-making,contrary to the original intention of public policy.Based on the theory of public governance,this paper analyzes the problems and reasons existing in the public agenda setting model through several cases of public agenda setting.In order to analyze the main problems and basic causes,this paper also from four sides of public governance such as the multi-center orientation,multi-path orientation,responsibility orientation and performance orientation.Afterwards,this paper incorporates the multiple subjects into the governance framework,and strives to build a maneuverable public governance framework.Through the study of the feasibility of setting up public agenda under the theory of public governance,we can find that the multi-center orientation requires multiple subjects to participate in;the multi-path orientation requires the diversification of participation channels.The responsibility orientation requires subjects understand their own responsibility,and the performance orientation requires achieving the policy objectives.Accordingly,in order to solve the problems those exist in the model of public agenda setting,to ensure the publicity of public policy,the government must promote the participation of multiple subjects and co-governance,improve the participation channels of public agenda,and enhance the effectiveness of the government governance.The government also should strengthen the regulation of "special interest groups".The experts,scholars and social organizations should play good role of communication and bridge in the public agenda setting.The news media should enhance their own professionalism.The public should strengthen their meaning and ability of participation in the public agenda.At the same time,the government' should create a scientific multi-disciplinary assessment model,in which citizens can effectively participate.The government should also build and continue to improve a practical performance evaluation system.Researchers of the public governance theory strongly advocate the participation of social pluralistic subjects and co-governance.This paper takes the government as the guide,maintainer and servant of the social order of the whole governance framework.It also takes the interest group,experts and scholars,social organizations,news media and the general public as a pluralistic subject.Based on the in-depth analysis of the reasons for the problems of the public agenda setting,this paper puts forward some corresponding countermeasures.In this way,we can ensure the scientific and democracy of public policy.Also,we can ensure the commonality of public decision-making.
