Research On The Social Welfare System Construction With Chinese Characteristics

The report of the 18 th National Congress of the Communist Party put forward to improve the social welfare system, which was a clear request in the guiding documents for the first time, it shows that the Chinese government put a lot of attention on the social welfare system construction with Chinese characteristics. Chinese social welfare system construction have achieved remarkable progress for 60 years,yet still faces many problems, there are two ways to solve these problems, one is Marx’s social welfare thought, the other is the western theory of social welfare.Marxism is the guiding ideology of CPC and socialism with Chinese characteristics.Hence, Chinese social welfare system construction can’t work without the Marxism. However, western social theory and practice about social welfare is of important reference value. Carding western theory of social welfare, comparing with the Marx’s social welfare thought, result in two aspects.Firstly,the necessity and rationality of the Marx’s social welfare thought as the foundation of Chinese social welfare system construction.Secondly,the exploitation and innovation of Marx’s social welfare requires the beneficial theory of western social welfare.The social welfare theory based on Marxism and localization has important reference meanings in structuring the Chinese social welfare system.
