The university student village official plan is an important talent strategy of the party and our country. Since the plan was carried out, it played a huge role, especially the irreplaceable role in easing the employment pressure, improving the grassroots governance level, promoting rural economic and social development, improving the income of the farmers and improving of rural areas. As the "special position of the village organization ", Ihe univeisity student village official is an innovation of rural gross-roots organizations work of our country and is also the core executive body of the univeisity student village official system The evolution of this system went through two phases which are probe test and full scale operation and gained gratifying achievements. The university student village official system developed from the first single notification, methods and opinions to a series of relatively complete system which includes selection, training, examination, ensuranee, stimulation and so on.Some problems also showed in the implementation process of university student village official plan and the source of the problems lies in the incomplete of the plan. To be specific, the problems lie in the selection system selection standard deviation and appointment system mismatch. The training system is imperfect and the university’s absence in the training system and the training institutionalization is not enough. The examining of university student village official consulted the examining methods of junior civil servants and the examination index is not targeted, so the effect of the check-up system is not obvious. The current security system of university student village official can not make the village officers focus on their work and the main reason is that the political security, economic security, social security is insufficient in the security system. The incentive system uses incentives to lead the village officers do good jobs and go under the base. But there are some mistakes in the incentive gliding ofte system and the incentives failed to motivate the enthusiasm of the village officers because of the lack of innovation These problems have become obstacles for student village officials plan to continue.Based on this, this study put forward a series of countermeasures to solve the problem and improve the system.This paper mainly discusses the quasi village official selecting and training plans, the excellence program to pick candidates from colleges and universities, to improve the local culture system and the establishment of campus culture system, to build quarterly assessment system and hierarchical assessment quarterly, to strengthen the security measures stage by stage, to improve the incentive means by using advanced ideas, and to realize goal of Ihe university student village official which is to go under, to live, doing good, target flow moving.
