Research On The Situation Analysis And Countermeasure Of The Migrant Children’s Social Security In Shanghai

With the transformation of social reform, a large number of rural surplus labor force transfer to the city. Along with the phenomenon of the large number labors migrating to the cities, the number of migrant children explosively grow, which has caused wide public concern. The national bureau of statistics data shows, the number of the migrant population has been 236 million people in China in 2012, who accounted for 16.5% of the whole population. Among of them, the children who are under 14 years old account for 20.8% of overall migrant population. In the big city, migrant children have accounted 30%~40% of the total number children. That proved that the migrant children who has become an important part of the migrant population. According to the study, the most of migrant children comes from slower economic growth areas. They follow their parents to migrate to the city, who may live for a long time in the big city. However, their living condition in the city is not ideal, which has brought immeasurable challenge for city government. The improvement of the social security measures may help to make migrant children quickly adapt to city life.Social security is essential to maintain the social stability. The large scale of migrant children is one of the focus groups by the social security. According to previous researches on the social security of migrant children, the research scope is narrow, and the interpretation on the question general is not clear. These researches are hard to implementand lack of operability. This study induces the connotation and research status of the migrant children’s social security based on previous research and observation. Then the paper sums up the contents and combed the present policy and the implementation status of the migrant children’s social security. On the basis of social research, the paper investigates the migrant children’s experience from the social security by three key kinds of environment where the migrant children live, including school, family and community. In addition, the paper uses IPA satisfaction model to discuss the satisfaction of the migrant children’s social security and its influence factors to conclude the problem and provide a reliable basis for the proposal in next part, which is an innovation in this paper. At last, based on the policy legislation and administrative content, this paper puts forward the countermeasure of constructing the “4 in 1”(as “school-family-community-government”) migrant children’s social security system, which tries to provide effectiveness theory and corresponding measures to promoting the migrant children’s living quality in Shanghai.
