With the aim of establish a socialist system of social management with Chinese characteristics. we should quicken the pace of building the following mechanisms and systems: a law-based social management system featuring Party committee leadership, government execution, nongovernmental support and public participation; a basic public service system that is government-led and sustainable and covers both urban and rural areas; a system of modern social organizations in which functions of the government are separated from those of social organizations, rights and responsibilities are clearly established, and social organizations exercise autonomy in accordance with the law.” According to this announcement, the emergence and development of social organizations is inevitable our modernization, is the inevitable requirement and it is crucial to the growth of social construction, also it is a key element to improve social governance, as well as a harmious society in the background of neo-economy. The reform and opening up policy witnessed a sustained and rapid growth in China’s economy and people’s living standards improved significantly, Thus, in the lives of urban and rural society form all aspects, a large number of NGOs and NPOs come into being, including academic association, Commence union, eco-friendly foundation and so on. Thanks to their efforts, various social services have covered individual’s lives through different ranges and different levels. They act irreplaceable in people’s social activities. From grassroots neighboring disputes to large international issues and even regional conflicts, social organizations combine authority to the civil society, thus contributing a lot to social govemance nowadays.In recent years, social organizations grow more mature than before, they achieved progress in the ideological and political work, but unsolved problems remained, like the mistaken concept, unmatched system, the lack of innovation and etc.. In addition, China have undergone a major transition with changes and adjustments to reform and opening-up process, various values and social thoughts flourish with helo of neo-technology. All these changes can benefit social organization as well as bring them challenges.In this case, how to improve and fulfill the ideological and political work has become an important problem in ahead of social researchers. First, we need to make clear about the inner relationship between social organization and their ideological construction. Second, we have to figure out the methodology when trying to make the work done. Third, based on the challenges and difficulties, we should obey these principles of CCP leadership, local adjustment, people-oriented direction and the critical thinking of innovation. As for theoretical implications, combining what we learned from outside world, we may finally work effectively to improve our social organizations in their ideological work.
