Since the victory of Islamic revolution In Iran, the U.S. and Iran have always been in a state of hostility. The nuclear issue became a focus of the struggle between the U.S. and Iran after Iran’s nuclear programs were exposed in 2002. Through the review and analysis of the Iranian nuclear issue, we found that the essence of the Iranian nuclear issue is the hostility between the U.S. and Iran. So, to some extent, America’s policy on the nuclear issue determines the development trend of the Iranian nuclear issue.The Bush administration maintained tough policy, such as diplomatic isolation, economic sanctions and military deterrence, on the Iranian nuclear issue, and refused to negotiate with Iran, which locked the Iranian nuclear issue in a standoff. As a result, Iran, rather than terminating the enrichment, walked farther and farther on the way of acquiring nuclear capability. Based on the nuclear issue stalemate and the adjustment of America’s global strategy and Middle East policy, the Obama administration pursues a new policy on Iran nuclear issue, which embodies respecting Iran’s right to access peaceful power, avoiding the use of arms, valuing multilateral diplomacy and balancing the double-track policy. Compared with the policy of Bush administration, Obama’s nuclear policy toward Iran is more practical and flexible. As a consequence, there is a fluctuation of policy during Obama’s six year in office. Nevertheless, the policy on Iranian nuclear issue of the Obama administration is consistent, that is easing the Iranian nuclear issue and limiting Iran’s nuclear capability through engagement and negotiation.President Obama’s engagement policy gets a good result, the latest and greatest evidence of which is the framework agreement with Iran. The framework agreement, which is a compromise between the U.S. and Iran, reflects the determination and sincerity of the two governments to ease the Iranian nuclear issue. The framework agreement will further promote the benign interaction between the U.S. and Iran, and provide a beneficial enlightenment for the solution of the Iranian nuclear issue. However, there are many political resistances and technical challenges with implementation of the framework agreement, and the most critical of them are the Supreme Leader of Iran and the U.S. congress. The achievement of the Joint Comprehensive Plan of Action needs not only the two governments’ enough political wisdom and determination, but also the consent and cooperation from the Supreme Leader of Iran and the U.S. congress.
