A Study On The Project Management Of Communist Youth League

Work related with the Communist Youth League is an essential part of the party and government management currently. The Communist Youth League shoulders a critical mission to unite the youths around the Communist Party, as well as to serve the socialist construction. It also works as a bridge connecting the Party and the youths. With the rapid development of the socialist market economic system, especially the improvement of information technology, the youths are going through a series of profound changes, in terms of lifestyle, behavior patterns, and communication channels and so on, which have posed great challenges for the future work of the Communist Youth League.Management by Project is a concept originated from Project Management (PM), which means to carry out the works by adopting specific methods from PM. That is to say, in order to accomplish a certain target, a special tailored operation mechanism would be set up temporarily, in which limited resources could be fully applied. With such mechanism, the target could be achieved after a process of plan, organization, leadership and control. This paper has adopted a Project Management point of view. With the combination of the theory background and the real situation, based on case studies, this paper will discuss the future opportunities and challenges faced by the Communist Youth League, explore and analyze the characteristics of Management by Project and the way to establish such mechanism in the League. This paper aims to provide precious experiences for the improvement of the management level within the Communist Youth League.The innovation part of this study lies in the combination of PM, which is a theory of management, with the daily work of the Communist Youth League. By establishing various projects, and implementing these projects in a more efficient way, this paper hopes that the traditional work styles of the League could be modified. Fashionable communication channels and contact ways could be adopted, which will better meet the needs and expectations of the youths. This paper also hopes that more effective paths could be explored and established, in order to successfully accomplish the works within the Communist Youth League.
