In recent years,China’s “Belt and Road” initiative has winned positive response and broad support from the international community.Under this new situation,comprehensively promoting the construction of local foreign affairs,further strengthening the management of foreign affairs personnel,strengthening the construction of foreign affairs cadres,and building an integrated foreign affairs team with characteristics of high-quality,wide vision,firm will and foreign language specialization have become important issues in the local foreign affairs management.Compared with the diplomacy being conducted at the central level,local foreign affairs are more practice-oriented,which puts higher demands on local foreign affairs workers.The topic of this paper is about the research of local foreign affairs personnel management.Based on the full investigation and research,the feasible countermeasures and suggestions were put forward in the paper through theoretical analysis and practical thinking.Also it combined with the relevant situation of the foreign affairs department of Jilin Province.This paper started with the management of foreign affairs,and analyzed the current situation of foreign affairs management,especially the management of local foreign affairs personnel in China from the perspective of foreign affairs management.According to the current situation of talent reserve and talent policy of local foreign affairs departments,the classification of foreign affairs staff,the basic quality of foreign affairs personnel and the current selection mechanism had been explained,and the problems arised in the talent management of the foreign affairs department were elaborated.This paper focused on the impact of institutional mechanisms on talent management,the impact of regional environment and ideas on talent management,and the impact of rapidly developing local foreign affairs.On this basis,it analyzed the various aspects of foreign talent management at this stage and the causes of the problem.Finally,in accordance with the problems faced by local foreign affairs personnel management,this paper proposed corresponding solutions in order to promote and improve the local foreign affairs personnel management system.
