Population aging is a new problem of population and development, and it hasbecome an important factor restricting the country’s future economic growth and socialdevelopment. With the change of age structure of the world’s population, the globalpopulation is gradually showing a trend of aging. At present, although the trend ofpopulation aging have great differences between developed and developingcountries,However, in the future, countries in the world are rapidly entering the generalpopulation aging period. South Korea is in the period that the population growth rate andthe fertility rate level are low, so it also faced the problem of aging population. However,South Korea is a country which experiences a great speed of population transformation;this is mainly due to the population control policy which started in twentieth Century 60 times. In twentieth Century, 60 years to 80 years of time, South Korea’s total fertility ratecontinued to decline from 6 to the replacement level. In 2003, the total fertility rate evenfell to low levels of 1.19, on the other hand, in 2000, South Korea’s 65 years oldpopulation proportion reached 7.2%, in 2012 elderly care facilities have 4079(with 1114 in 2007), check the total number of 125,305(in 2007 was 51,310), five years in thenumber of care facilities and the total number of guests have increased by about fourtimes. To a certain extent, and it shows South Korea has entered the aging society period.Needless to say, the aging society will affect all aspects of social and economicdevelopment, the supply of human resources and social security. Therefore, in the contextof aging, the elderly health thought creating joy rich’s social environment as the goal, aset of reasonable and perfect the elderly social welfare policy has become a major socialproblem facing the South Korean.Especially, with a large number of rural population transfer to the city and thecivilization speeds up the process, bring the decomposition of traditional family and theformation of core family, old people gradually lose the family center position, start to bea social burden. In the industrial society which needs new knowledge and newtechnology, the elderly is squeezed to the edge of the society, most elderly people, lives ahard life independently with their own meager income. Therefore, in modern society, thesolve of elderly problem in the economic, physical and other aspects, not only isconfined to the family members, must also receive social assistance. So establish aperfect elderly social welfare system is the core to solve the problems of the elderly.The paper is divided into four parts : the first part is the definition of relatedconcepts and related theoretical basis, on this basis, make theory develop and conceptextends for important concepts and theories in the study. The second part is the main partof the article, mainly introduces the main contents of the development process of Koreanelderly welfare and the current policy. The third part, on the basis of the two parts, foundthe Korean elderly welfare policy problems and reasons. The fourth part, the paper putsforward effective policy recommendations, in order to improve the quality of life of theelderly in South Korea.
