Development zone is a product of China’s reform and opening up policy.From the day ofits birth,it have played a good exemplary and leading role in accelerate the reform andopening up, adjust the economic structure, change the pattern of economic development,science and technology innovation and urban and rural development. Development zone isnot only an economic area, but also a administrative area, exercise a certain governmentfunctions. Development zone exists as a particular area of the independent of administrative,its special place is not only the preferential policies they have, but also its uniqueadministrative system different from other boroughs. However, with the improvement ofworld science and technology, the growing trend of economic globalization, accompanied byreform of China’s market economy system and the expand the scale of development zones, thepreferential policies prior obviously inclined to development zone has faded out,administrative management system of China’s development zones has appeared obviousunsuitability in intense domestic and international competition. Drawbacks exposed one byone, restricting the development of China’s development zone in the wave of “secondpioneering”. Administrative system affect the development of Development zones as adecisive factor, it also provided a system of protection. Face the new challenges, how to adaptto market changes to reform the current administrative system, find out a most suitableadministrative system for development zones has become a major problem in our zones.Therefore, this paper has important theoretical and practical significance.In this paper, take Hebei Gaobeidian Development Zone for an example, based on newpublic service perspective and multicenter governance theory, analysis the currentadministrative system to explore solutions in the reform of Gaobeidian EconomicDevelopment Zone, raised reform path. The first part of this paper introduces the significanceof this topic and the research background，the Development zones in the domestic andinternational literature review and the basic framework and research methods; The secondpart focuses on the theoretical guidance of new public service perspective and the multicenter governance theory on Development zone administrative system innovation; The third partintroduces the development situation of Development zones and the administrative system inChina based on Hebei Gaobeidian Economic zones, analyzes the causes of these problems;On this basis, the fourth part through the use of comparative approach, discuss the patternsand the development process of foreign Development zones in order to offer experiences forthe innovation system in Hebei Gaobeidian Economic Zone; Finally, around the developmentorientation of Gaobeidian Economic Zone, proposed specific countermeasures for GaobeidianDevelopment Zone administrative system innovation.
