Disadvantaged sea power is the main problem of most countries in their development of sea power, but yet, the strategy of disadvantaged sea power is still not fully discussed in theory.The development of disadvantaged sea power is faced with the same background. Firstly, maritime threat is a strong external environment of maritime hegemony countries, the rise of the sea power in less developed countries will definitely touch the sensitive nerve of maritime hegemony countries, causing their stemming. Secondly, the inherent weakness of countries with disadvantaged sea power, such as the problem of “strategic choice dilemma”, “dual vulnerable to attack”, and “national resources diversification” is their internal disadvantage, along with other unfavorable geographical disadvantages regarding conditions of seashore, gateway to sea and fault line between seashores, etc. Countries faced with the problem of disadvantaged sea power, such as France, German, and the Soviet union have developed some sea power theories which include “ youth school theory”, “semi-oceanic country theory”, and “new naval school theory” in the long-run exploring of finding a method to against the maritime hegemony countries. Compared with symmetrical strategy, the asymmetrical strategy is the choice of most disadvantaged sea power countries.Considering offensive and defensive strategies, military and economic considerations, and structure of fleet, disadvantageous sea power has different ways to be implemented. These principles give various models for development of disadvantageous sea power.The theory of disadvantageous sea power and its rise and fall offer precious reflections and directions to the development of Chinese sea power: insist on the sea power strategy of active defense, build powerful navy, dilate defense depth, and improve the control of particular sea area; attach importance to new military technology for its great influence on the building and practices of sea power, establish asymmetrical e advantage against maritime hegemony countries; set a long-term objective of developing an equilibrium navy with Chinese characteristics for sea power development of China.
