A Research On Basic Public Service Equalization In Urban And Rural Areas Of Liaoning Province

China’s current social and ecnomic is developing rapidly.but with the rapid growth of economic, urban and rural residents fail to share the fruits of social development, the outstanding performance is urban and rural residents have not been able to enjoy the equal basic public services. Taking liaoning province as an example to the urban and rural basic public services equalization problem as the research content, this topic selection is the perfection of the theory of equalization of public service, and is the attention to the problems of China’s social and economic reality. By using effective relevant theory for the realization of the urban and rural public services equalization policy Suggestions are put forward.Based on the supply of basic public services between urban and rural areas of liaoning province as the research object, through literature analysis, theoretical analysis and data analysis to the problem of equal basic public services between urban and rural areas in liaoning province are analyzed. Results show that the supply of basic public services between urban and rural areas in liaoning province level there is still a big gap between. This article is divided into five parts altogether.The first part is the introduction. This paper introduces the research background and significance, research status at home and abroad, as well as the innovation and deficiency of this article.The second part is theoretical analysis of this study. Introduces the related theory of equal basic public services, by the theory of fairness and justice, public product theory, and theory of urban and rural development as a whole.The third part is the basic public services between urban and rural areas in liaoning province present situation analysis and evaluation. This part of the research is on the basis of liaoning province education, public health, and social security from three aspects of current situation analysis and evaluation on the urban and rural basic public services.The fourth part is the cause of the gap between the urban and rural basic public services in liaoning province were analyzed. Cause analysis from the level of economic development is not balanced, the duties and rights and the mismatch, transfer payment system is not perfect, single investment subject of public service, public service planning, lack of effective supervision and management mechanism of public service from several aspects to discuss.The fifth part is the countermeasure research of equal basic public services between urban and rural areas in liaoning province. This part from continue to increase fiscal expenditure on agriculture, rural areas and farmers, promote the coordinated development of urban and rural areas, make the duties and to, unified perfect the fiscal transfer payment system, build the government-led diversified public service supply system, gradually establish a plan as a whole in urban and rural areas in rural public goods supply system, perfecting the multi-level supervision appraisal system and so on gives the corresponding solution countermeasures.
