A Study On The Equalization Path Of Basic Public Services Between Urban And Rural Areas In Yunnan Province From The Perspective Of Marxist Justice Theory

In 2020,China will build a well-off society in an all-round way,which is the great goal of the Nineteenth National Congress of the Communist Party of China,and is also the key problem to be solved in the forthcoming stage of the 13 th Five-Year Plan.In order to achieve this goal,it is necessary to minimize the gap between urban and rural areas and ensure the equalization of basic public services between urban and rural areas.The ultimate goal of equalization of basic public services in urban and rural areas is to achieve social fairness and justice.It is the ultimate demand of Marxist justice theory and the most basic value orientation of equalization of basic public services in urban and rural areas.Therefore,Marxist justice theory has important guiding significance both in theory and methodology for equalization of basic public services.There is a big gap between urban and rural basic public services in Yunnan Province,which restricts the integration of urban and rural development in Yunnan Province.It is necessary to promote the equalization of urban and rural basic public services under the guidance of Marxist justice theory,regulate and improve the relationship between urban and rural areas,take the people as the center and seek the well-being of the people.In view of this,this paper,based on Marxist justice theory,takes basic education,health care and social security as the research object,studies the equalization of basic public services between urban and rural areas in Yunnan Province,and seeks the way to realize the equalization of basic public services between urban and rural areas in Yunnan Province.Firstly,the paper defines the concept of Marxist justice theory and the logical relationship between the equalization of basic public services in urban and rural areas from the perspective of Marxist justice theory.Then it analyses the current situation of basic public services in urban and rural areas of Yunnan Province,and draws a conclusion that there exists non-equalization of basic public services in urban and rural areas of Yunnan Province by using the method of coefficient of variation.On this basis,the concrete manifestations of equalization include unequal investment,unequal supply level and unequal service quality.Then it finds out the factors that restrict the equalization of basic public services between urban and rural areas in Yunnan Province.The analytical methods used include panel data analysis,data analysis envelope method(DEA)and comparative analysis.Finally,based on Marxist justice theory,it points out the path to realize the equalization of basic public services between urban and rural areas in Yunnan Province from the value orientation,countermeasures and key tasks,and puts forward Marxism.In order to promote the equalization of basic public services between urban and rural areas in Yunnan Province,we should combine Marxist justice theory with the development of social environment,the change of values and the national conditions of Yunnan Province.
