| With the rapid development of Internet information technology recently, police reform based on Internet has become the main source of police force growth and technical support for achieving the police modernization in developed countries, and Internet police work has gradually become the new trend of policing innovation and development in the world. Through the emergence and development of domestic micro-blog baced on the Internet Web2.0 information technology in 2009, its self-media, interactivity, openness and participating has achieved the communication demand of "everyone can express", promoted the spread of demands from various interest groups and created an online field of public opinion, which makes the police work under the social pressure from both reality and Internet. In the new technology environment of micro-blog, police work is faced with new challenges and new demands in the aspects of public supervision, openness, scientific decision-making, the mass line, department cooperation, contradiction resolution, work efficiency and so on. Therefore, in police work, it is necessary to consider how to further change the working concept, reform work methods and innovate work mechanism under micro-blog technology background, how to adapt to the new requirements of the development in the Internet age, and how to seek the new developments and new breakthroughs in work of public security.In February 2010, the country’s first public security micro-blog "safe Zhaoqing" was born. In November, the U.S. edition of China Daily published the article "safe Zhaoqing" caused a revolution of Chinese police work". Up to October 31st 2013, the number of national government micro-blog of public security organs is 14,035. Personal micro-blog is 6165. After four years of constant practice and innovation, public security micro-blog has have positive effects on social mobilization, achieving flat management, commanding and decisions, improving police transparency and the image of public security, which also has accumulated a wealth of experience. Studies on the framework principles of public security micro-blog can further summarizes the valuable experience gained through extensive practice, which innovate policing ideas and ways of policing and expand the content of policing mechanism as to provide new ideas and effective ways.In this paper, from the police point of view, an active role and negative impact of micro-blog on the police work was shown. The paper also considers the new challenges of police work in the micro-blog technology environment through the combination of research methods by theoretical analysis and case studies. It contains a comparative study on the relationship, impact, effects between the police micro-blog and the real police work. Based on this, the paper put forward suggestions on strengthening the equality of service, deepening internal and external collaboration of public security, focusing on the transformation and application of new technologies on the macro-level and increasing the proportion of public opinions in the assessment of police work, making police work information public by multi-platform and multi-channel according to the law, giving public sentiment a veto position in decision-making, building a norm platform of police-citizens and police-corporations cooperation as well as cross-regional, cross-sectored linkage mechanism for collaborative work, abandoning the old idea of "thriving" public security advertising image and promoting the negotiated settlement of difficult problems including diverse interests by the autonomy of masses, using new technology to enhance the effectiveness of policing services on the practical level. |
