Study On Voluntary Failure In View Of Government Responsibility

After the Expo 2010, the normalization of volunteer service has been the direction of its development. However, in the process of normal development of volunteer service, volunteer organizations are facing problems which cause negative impact to some extent on the development of voluntary service such as functional defect and efficiency dilemma when suppling volunteer service and meeting social needs, even in community which is considered as the most ideal root environment for volunteer service.In this paper, the author use the the theory of voluntary failure along with Y Community in Shanghai as a case in order to summarize the problems of volunteer service in community, study the reason based on the relevant theory of public administration and then put forward the governing and correcting countermeasures taken by government for voluntary failure in community.Firstly, this paper will conclude three kinds of performance of voluntary failure in community starting from the actual situation of volunteer service in Y community which are Lack of motivation, value deviation and efficiency dilemma. And meanwhile, the paper will carry out specific analysis on sustainability problems facing volunteer service in community, utilitarian motives by volunteers and bureaucratic operations by volunteer organizations.Secondly, this paper will study the reasons for voluntary failure in Y community in view from the perspective of government responsibility that are:the function offside in organizing the volunteer members and operation details by government, the absence of system supply for voluntary service by government, and the function segmentation due to interest gambling by different sections in government.Furthermore, this paper will review the measures for voluntary failure by governments of United States of America and Hong-Kong to sum up the experience for reference.Lastly, this paper will provide the optimization countermeasure proposals based on government responsibility towards voluntary failure correction in community, that are, to establish the structural system of volunteer service in community with overall coordination; to implement the task allocation pattern of volunteer service with clear division of responsibilities; to cultivate the volunteer culture with self recognition and, to enhance the top design of protection system for volunteer service.
