Study On The Citizen Participation Of New Generation Migrant Worker In Nanning Wanxiu Village

With the major strategic of improving the Socialist Consultative Democracy and promoting the development of Deliberative Democracy vigorously, citizen participation has been attracting more and more attention of the society and academia as the core issue of deliberative democracy. The large population of new generation migrant workers are the backbone of city development. Most of them desire to integrate into city life,and the sense of equality and power consciousness are increasing gradually. They must become the main power of citizen participation in urban. Citizen participation in the new generation migrant workers is important not only for their own survival and development, but also affect the advance of China socialist democratic politics and the construction of harmonious society. However, due to the limitations of subjective and objective factors, citizen participation in the new generation of migrant workers face many obstacles.In this paper, the situation of citizen participation in the new generation migrant workers has been studied from three aspect: political life, social and public affairs, public culture life. Through questionnaire and interview in the new generation migrant workers who resided in Wanxiu Village of Nanning, the characteristic of their citizen participation have been found. Attitude to political participation mixed with enthusiasm and indifference; Have strong willingness to take part in public affairs while lack of real action, enrolled in low level affairs, direct interest is the main driving force for public affairs participation; High demand for spiritual and cultural life while few participation in public culture activities, have a closed culture intercourse. By combing and induction discovered that the citizen participation in new generation migrant workers exist the following problems: poor access to participate, lack of conscious for participate, limited by their own ability. On this basis, the paper use social work theory(Ecological System Theory, Cognitive Behavioral Theory, Social Support Theory, Empowerment Theory)to analysis the factors that restrict the citizen participation of new generation migrant worker: policy and institutional restrictions, social environment restrictions and self-limiting factor. Advocate that put the issue into social work vision, use the methods, models, and skills to promote the citizen participation of new generation migrant worker. And explain the specific way of using administration, community, social group work and social casework to help them to break the environmental restrictions, enhance the consciousness of participation, and improve their ability of participate.
