Through a comparative analysis of the three models, namely the main relationship between the three modes, the degree of competition and the degree of institutionalization and social performance and other aspects of the existence of similarities and differences found, first, in dependency noncompetitive buying patterns and independent relationship between competition buying mode, there are social organizations the government has great dependence, administrative intervention is strong, weak competition and other issues, and competitive independent competitive relationship strong buying patterns, independent and strong social organizations, administrative mechanisms weak influence; secondly, in a market economy, our government buying patterns of social organization and services is gradually to contract, market-oriented and institutional development; again, relative to other government procurement of services model, the independent relationship between competitive procurement pattern generating greater social effectiveness, fewer drawbacks, more conducive to improving the efficiency of government procurement of public services, more in line with our government purchase of social service model organization trends. Therefore, in the purchase of public services, the government should choose to adapt to the market economy and buying patterns, in order to improve service efficiency.However, under existing conditions, whether it is non-competitive mode dependency, independent relationship noncompetitive mode, or an independent competitive relationship model, there were weak autonomy of social organizations, purchase the main responsibility blur, trust foundation is weak, the system low degree of problems.
