Research On The Incubation Dilemma Of Social Organizations Under Government Procurement Of Services

With the prominent social problems and the diversification of public service demand,the government constantly releases some of its functions to encourage social forces to participate in social management,the development of social organizations also enriches the supply subjects of public services,so local governments begin to try to transfer their related functions by purchasing public services.However,there are still many common problems in China's social organizations,such as lack of funds,resources and capabilities,which hinder the development of social organizations and make them unable to undertake relevant functions.Therefore,the incubator of social organization emerge as the times require,and its purpose is to improve the public service function of social organizations and further accurately connect the diversified needs of the people.The author mainly adopts the method of participation observation and interview,on the basis of accurately grasping the specific operation situation,it is found that the whole operation is in the hands of the three major actors,namely the government department as the "incubation mother",the operation team of the incubation park and the social organization as the "hatching larvae".In the whole incubation process,the incubation team is commissioned by the government to provide incubation services to the social organizations,so that the social organizations have a stronger service ability to "solve the difficulties" for the government.In theory,a benign closed loop will be formed among the three.However,due to the complexity of the practice,the text expression of the policy usually deviates from the specific practice,and these three main subjects have their own interest demands in the concrete practice process.The resulting behavior choice and action strategy erode the hatching efficiency,dispel the hatching effect,cause hatching maladjustment,and lead to a lot of difficulties in the hatching of social organizations.Then the author carried out an in-depth analysis of the causes of the dilemma in the incubation process of social organizations.Based on the above analysis,the author tentatively proposed the improvement path of the incubation efficiency,so as to reduce the erosion of the incubation efficiency by each action subject and better improve the incubation effect.Government departments should accelerate the process of de-administration,standardize the evaluation mechanism and improve the policy system.Social organization incubation park needs to improve its ability construction and strengthen talent introduction.Social organizations should improve the enthusiasm of participating in the incubation service,strengthen the construction of organizational capacity,improve the internal structure of the organization,and broaden the channels of resources.
