Research On Emergency Management Of Public Health Emergencies In Customs

The year 2020 began with a global outbreak of a novel corona virus outbreak.This major public health event is a test of the national public health emergency management system,and a test of the emergency response capability of the customs system."The customs system seriously implemented the requirements of "firm confidence,common help,scientific prevention and control,and precise measures",and stood by the front line of epidemic prevention and control at ports,fighting with the virus,extreme weather,and various difficulties.The most comprehensive,strict and thorough prevention and control measures were taken quickly to effectively respond to five global epidemic outbreaks,successfully avoiding the widespread prevalence of the relatively more pathogenic original strains and Delta mutant strains,and making positive contributions to the external prevention of importation and the national anti-epidemic stage victory.As the main department of the port public health emergencies,the customs system in the face of public health emergencies emergency management has not only achieved the effect of "strict prevention of import",but also become an important basis for maintaining the overall situation of domestic economic and social development.Based on the characteristics of public health events,this paper summarizes the theories,systems and mechanisms of emergency handling of public health emergencies by studying and organizing domestic and foreign researches,and reviews the prevention and control handling measures at the early stage of the epidemic by combining the current customs health quarantine process,and conducts a detailed study by using questionnaires to summarize the problems of long passenger clearance time,insufficient professional personnel,lack of information technology application and poor joint prevention and control in the emergency management of the new corona virus infection at the port.In the discussion of countermeasures and suggestions,combined with the new situation and new tasks facing the prevention and control of the epidemic,the focus is on improving the protection system,building the prevention system,improving the disposal system and planning the recovery system.The purpose of this paper is to provide practical reference for the disposal of public health events,improve the emergency disposal capacity,consolidate the effectiveness of port epidemic prevention and control,improve and sound the port public health system,and improve the emergency protection and epidemic prevention and control capacity.
