Research On Emergency Policing In Public Health Emergencies

Public health emergencies similar to Covid-19,due to their suddenness,rapid transmission and high risk of death,will pose a greater threat to people’s life safety,and require government departments at all levels to make quick response and disposal plans.Public security organs play an important role in ensuring the smooth implementation of government emergency plans.Therefore,the summary of public security organs’ experience in dealing with public health emergencies will be of great significance to further improve work efficiency.In this paper,the author,as a member of the Technical Investigation Detachments of the Public Security Bureau of X City,collected the first-hand data during the whole process of participating in the prevention and control work of COVID-19 in 2020,and discussed the effectiveness and deficiencies of the public security organs in responding to public health emergencies.The basic framework of this paper is as follows: firstly,the main contents and ideas of this paper are put forward through sorting out the relevant domestic and foreign research literature,as well as the provisions of China’s law on the emergency response of public security organs in the event of public health emergencies.Secondly,based on the actual work of the public security organs in X City in the prevention and control of the Covid-19 epidemic,the problems in the emergency response plan,emergency legal system,logistical equipment support,physical and mental health and other aspects involved in the work were summarized through case analysis of interviews.Finally,based on the analysis of the causes of the problems,The countermeasures and suggestions to improve the ability of public security organs to deal with public health emergencies were put forward.The main points of this paper are as follows:First,the public security organs in dealing with public health emergencies such as COVID-19 epidemic prevention and control work,the more problems in can be summarized as:dealing with public health emergency preplan is imperfect,public health emergencies emergency disposal skills and materials equipment,the lack of response to emergent public health events involving emergency police law is not sound and unclear responsibilities,epidemic prevention and control work hard endanger the police physical and mental health.Second,the main reasons for the problems existing in the current public security organs’ response to public health emergencies are as follows: the inadequate response plan for public health emergencies such as the Covid-19 epidemic is easy to lead to the "headache to cure the head and foot" in the epidemic prevention and control work;The legal system involved in the prevention and control of public health emergencies is slightly weak,and the rights and responsibilities of the people’s police in the prevention and control work are not clear,which will lead to the expansion of the police power or the contraction of the performance of duties by the subjective judgment of the police in the process of law enforcement.The lack of professional ability to deal with public health emergencies,the lack of professional training and learning in related fields,as well as the lack of material and equipment support,make the public security police in the epidemic prevention and control work have a certain degree of infection risk;The epidemic is an order.The period of epidemic prevention and control is "wartime".The task is numerous and arduous,and the public security police lack necessary rest and time to accompany their families,which leads to increased physical and mental stress and affects their physical and mental health.Third,the main countermeasures and suggestions to improve the public security organs’ ability to deal with public emergencies include: improving the emergency police legal system,and clarifying the scope of power and responsibility of the public security organs;We will strengthen the mechanism for public security organs to respond to public health emergencies,strengthen professional training and learning,and enhance their professional response capabilities.To construct the security mechanism of police officers in public health emergencies,actively explore the aspects of physical and mental health,material equipment,incentive mechanism and so on.
