Predicament Of Rural Governance:the Study Of The Relationship Between The Property Right Unit And The Governance Unit

This paper applies empirical research methods and uses the official changes on Woodland Property System Arrangement for clues. The perspective of this essay is the correspondence between the property right unit and the governance unit in village’s property. It also researches for collectivization period (including co-operative period and people’s commune period), after forestry "three reform" in 1980s and 2008’s new round practice of the system of collective forest rights and forest governance reform. Special attention is paid to land ownership disputes and the existence of the development of the village collective forest farms. The authors found that, in different historical periods, property rights system are affected by the change of countries’ and grassroots governances’system. The correspondence between village property cases between the property right unit and the governance unit show the process of "solidarity polymerization-differentiation deintercalation-dislocation conflict", and then the village governance levels fluctuate.This paper argues that, since the commune system, basic system of our country is to match the rural collective property rights and the right to collective rule. The cause of some local difficulties is the property unit dislocation conflict. Stakeholders are linking basic of the property right unit and the governance unit. The plight of rural governance can be solved by changes in property rights reform and governance unit so as to achieve fit and governance property unit.
