As socialist legal workers, Chinese lawyers are of great significance for their participance of China’s legal construction. Since 1979, the year China restored its lawyers system, the number of lawyers had been growing significantly. By the end of 2010, there were over 20,000 lawyers’ offices and more than 250,900 lawyers in China. Taking the pursuit of scientific development as the guideline and accelerating the change of the economic growth model as the major task, legal professionals in China make the most of their professional and career advantage to respond to the development in economic globalization and the requirement of technological innovation. Based on Nation’s overall approach of promoting coordinating development model in economic, political, cultural, social and ecological fields, legal professionals expand new types of services and innovate paths of providing service with the aim of assisting Chinese-style path of industrialization, IT application, urbanization, agricultural modernization, balancing development between regions and opening up to the outside world.The legal profession is a typical knowledge-intensive service industry, thus human resources is the key factor to determine the fundamental and competitiveness of the law firms. China legal profession team has rapidly grown stronger since the nation legal system re-established in 1979. The number of the professional practicing lawyers grown to 251,000 and the law firms reached more than 20,000 by the end of 2013. As such, in recent year the industry also made significant development in Gansu Province. As in June 2014, the number of law firm has reached to 294 and the lawyer around 2,500 crossed the whole province. Although the industry has achieved an remarkable development in Gansu, but due to historical and geographical factors, it is still in developing stage which compare with the economically developed provinces in mid-eastern area of the country. For instance, almost law firms are small size and low level of professionalism in the region, also less competitive because of the poor management and limited capability to control the risk. Therefore, given the overview of the industry in Gansu, there are many issues which seriously discourages the development of the legal services in the region, such as unbalancing distributions of the lawyers, the low level income compare with other provinces, and the poor living conditions of the new recruits lawyers, etc.As the strong wish to establishment of the nation with sound legal system, this paper focus on medium and small size law firms in Gansu Province, to discuss the issues and difficulties of the industry which based on relevant theories and research results from both domestic and foreign researchers. As the result, the proposed solution of ’Talent Incentive Mechanism’ to reform the current system of the legal sector in the region is explored.Gansu province features immense area, law firms also widely distributed. Pressed by time and conditions, the author can’t do more in-depth research in more law firms in Gansu. With humanistism management theory and investigation, some reasonable measures are proposed. These explorations,analysis and research will be helpful to the theory of talents incentive, as well as the rapid progress of the legal profession and economic transformation of Gansu province.
