The meteorological system, whose vertical management is divided into central, provincial, municipal and county levels, is an institution directly under the State Council and is featured by joint administration by a meteorological department of a higher level and the people’s government at the same level. The meteorological system has public welfare, administrative, technical and fundamental characteristics. It not only bears administrative functions, but directly provides meteorological public products and services. It plays an important role in national security, people’s livelihood security, and economic and social development, which is mainly reflected in the aspects of meteorological disaster prevention and mitigation, climate resource development, and coping with climate change.Following the personnel management system of public institutions for quite a long term, the Gansu provincial meteorological department has no systematic and effective incentive mechanism or means, which causes talent loss and waste in a certain degree. The establishment of sound incentive mechanisms for professional and technical personnel, the main body of the talents, is particularly urgent for tapping their potential and for the healthy development of Gansu meteorological undertaking as well.Starting from the background of transformation of government functions and classified reform of institutions of Gansu Province, this paper has fully considered the conditions of the meteorological system in the province, particularly the characteristics of professional and technical personnel. Using western incentive theories and systematic viewpoints, investigation and study is carried out to identify the incentive demands of the professional and technical personnel. After analyzing the current condition, the problems and the causes of the incentive mechanism in the Gansu provincial meteorological department, this paper has proposed the principles, strategies and methods for establishing a new incentive mechanism for the professional and technical personnel of Gansu provincial meteorological department for reference.The introduction part explains the background (especially in light of transformation of government functions and classified reform of institutions) and significance of the research, and reviews the domestic research status. The second part defines the relevant concepts and the scope of the study, and briefly introduces the theories adopted in this paper. The third part introduces the present situation of the structure of the Gansu provincial meteorological department and the human resources, especially professional and technical manpower. The fourth part introduces the current situation of the incentive mechanism for the professional and technical personnel of the Gansu provincial meteorological department, analyses the satisfaction degree of the current incentive mechanism, and identifies the characteristics and incentive demands of the professional and technical personnel. The fifth part focuses on the existing problems and the causes of the current incentive mechanism. The sixth part proposes the principles, strategies and systematic methods for establishing a new incentive mechanism for the professional and technical personnel of Gansu provincial meteorological department. The last part includes conclusions and future research prospects.
