Deal with the relationship between government and market is the core of the economic system reform. We should make market play the decisive role in resources allocation and better governance functions in this process, so there will appear wide new blank areas in social management. At the same time, with the gradual advance of social reform, social intermediary organizations are playing important roles in more and more areas at an unprecedented development pace. Establishment a frame such as “government—social intermediary organizations—market” will be the inevitable choice to comprehensively deepen reform. In deep reform, social intermediary organizations should have characteristics of autonomy, legalization, serviceability and self-discipline and make up the double failures of government and market. However, now the lacking of the characteristics make they can’t serve as bridges between government and market. After in-depth analysis, we can find that the hindering factors from many aspects, such as government, market, social and cultural, in which the government’s positioning error is the major force. So we must focus on the four major characteristics to take specific measures optimizing their development environment. Make they become the undertakers of government functions, the facilitators of market value and the participants of social management innovation, finally, push the deep reform of the relationship between government and market come true.
