Research On The Function Of The CPPCC Proposals Under The Deliberative Democracy

The CPPCC is a significant part of China’s political system. Although it is not the authority nor the decision-making institution, the CPPCC is an important platform for various partisan groups and other communities to jointly participate and discuss the state affairs. Also, it represents an important channel as well as a special consultation agency for the socialistic deliberative democracy.The proposal work reveals a key feature of the Chinese people’s Political Consultative Conference, performing the functions of high significance and far-reaching impact on the overall work. Therefore, Studying on the CPPCC proposals has become an important “window” for exploring inherent characteristics of the deliberative democracy, grasping the nature of the deliberative democracy and researching on the democratic decision-making of the public management.Currently, there appears to be abundant researches on deliberative democracy and CPPCC proposals. However, studies involving both aspects of the theme are not common.This paper, based on Suzhou CPPCC proposals, embarks from the perspective of the public management, exploring the value of the CPPCC proposals under the deliberative democracy. This research combines the basic conditions of the proposals, putting forward different levels and specific forms of the proposal performance through a comprehensive analysis on proposal numbers, main structures and content types based on the data platform. This function is mainly manifested in the process of transferring policies and regulations, becoming the government decision-making basis, promoting the work of government agencies and improving the work efficiency etc..There are various aspects affecting the performance of proposals. Not only the quality of the proposal itself, but also the management quality as well as the service quality of proposals can have impact on the performance. Therefore, a series of measures shall be taken to enhance the role of the CPPCC proposals under the deliberative democracy. We should build up the concept of the deliberative democracy and improve the level of political participation. Also, the proposal supervision and selfconstruction of the CPPCC should be strengthened to improve the performance of proposals.
