City And County Relationship Research Under Province Direct Governs County Reform

Since the implementation of reform and open policy, with the establishment and deep improvement of market economy, city governs county system, which was produced in the transitional era from planned economy to market economy, has gradually showed its disadvantages while increasingly inadaptation to the new economic system, and the city governs county relationship, under this system, has also brought numerous problems, for example, profit contend between city and county, weakened financial status in county incurred from city finance management, voluntary radiation willing, limited capability, insufficient driving effect from city. Hence, the voice for administrative management system reform is continuously increasing, and the principle direction for this reform is province direct governs the county, and the relation reform among province, city and county is always an important part of domestic administrative management reform and as the two major important objects, city and county, transformation of city and county relationships has great impact on relationship adjustment between governments and local governance. Under the system of city governs county, city and county shall be the relationship of administrative subordination of which it shall be the longitudinal directionrelationship of leading and being lead. While as readjustment for relationship of city and county, province governs county reform has gained some positive effects in autonomy strengthen of county economy, urban-rural integration implementation, and new-type urbanization construction development. But at the same time, the reform of province governs county is also confronted with some new challenges. This article combined the practice of province governs county reform initiated from various places and compared relationship adjustment between city and county and contradictions incurred therein, under 3 typical models, as well as intensified excessive competition between city and county governments, increased difficulties for coordination between city and county governments, and insufficient supply for regional public articles.In view of the difficulties being confronted with the relationships between city and county during the implementation of province governs county reform, this article has further analyzed the reasons thru the aspects ofregional governance structure, regional coordination mechanism,and determination for obligations, rights and profits between city and county governments, governments is the rational economic man etc. Meanwhile, this article also summarized the practice and enlightenment from relationship optimization of local city and county in foreign countries. Under the system of province direct governs county, it is difficult to avoid that the domestic administrative management system would be trap into the vicious circulation of "contradiction intensified-regional adjustment-contradiction intensified-regional readjustment", if we settle the relationship between city and county by traditional model. The original intention for province governs county reform is to stimulate the economic vitality in county region, however, the purpose for province governs county reform is not to damage the city interests, but to achieve harmonious development between city and county. It is to see that it’s quite necessary to rebuild the relationship between city and county after the implementation of province governs county reform. Therefore, this article proposedthree aspects which includeto establish right mechanism with high efficiency, to define the intergovernmental relations and right relations between city and county, and to establish intergovernmental benefits share and compensation mechanism based on intergovernmental relationship principles, coordinate interest relations between city and county, to establish intergovernmental negotiation-cooperation mechanism, and stimulate the harmonious relations between city and county etc. so as to build the harmonious and win-win intergovernmental relationship between city and county.
