The Research Of The Relationship Between Province And County In Perspective Of Province-County Direct Management

With the advance of the market process, our political, economic and social development conditions have been greatly improved, in this context, our local relationships in the various levels of government have become the attention focus of the community. Especially the relationship between the administration of province and county government is in the upper and lower levels of administrative power under the conformity, contradictions and conflicts is deeper, has become the region's huge economic and social development of resistance. At present, our local administrative level is province-city-county-township four managing city-county and rural provinces-county-rural three managing province-county levels coexist, our constitution regulation is very clear that our local administration is province-county-township three administrative system. Our current local system is primarily city-county management, has played a big role in the product of specific historical conditions, the acceleration of the process of urbanization and industrialization, driving under the jurisdiction of the county's economic development, but in the new situation, city-county management face many management difficulties, province and county government have much contradictions, the reform is imminent. Province-county direct management reform is the result of birth of the new situation. Therefore, from the angle of power distribution, function orientation, benefits options and strengthening supervision and so on, the article mainly studies the emergence of new difficulties during the reform process and as well as the adjustment and optimization of relationship between province and county.The study has a great significance to the current relationship between our province and county.This article focus on systematic analysis, the first part is about the theory of the relationship between province and county, to analysis the concept of province-county direct management, the province and county government role, the main content constitute and theoretical basis of province and county relationship. The second part describes history and current situation about the relationship between the province and county, history times consists of ancient times, the republic, after the founding stages, all were recalled, about present situation, state the province-county relationship under the system of the city-county direct managing and the province-county direct managing are analyzed. The third part, the difficulties occurring in the Province County reform, as well as the specific problems in province-county relationship are systematically described. The fourth part is a key part based on the third part, from setting the province-county government reposition and scientific administration; changing the functions of province-county government to establish mechanisms for regional cooperation for development; combining rigid constraints with flexible management, strengthening the system construction; supporting measures to promptly follow up, to promote complete the transformation of province-county relationship; strengthening the cadre workforce management, improve public services and other aspects of supporting a full range of measures put forward to rationalizing the basis of the path between province and county.
