A Research Concerning The Police Resources Allocation In Urban

Police force refers to the fighting capacity of the police collection. WithChinese social transformation and rapid economic development, social contradictionconcerning the livelihood issues of people becomes more obvious, and social publicsecurity situation is becoming serious increasingly, therefore, enough police force isneeded to maintain social public security. Confined by all sorts of factors, the publicsecurity organs have limited decision power on new police force’s recruitment, and itis unrealistic to increase police force in a short period of time, hence, the publicsecurity organs are universally faced with such issues as insufficient police force andineffective management. Therefore, scientifically allocating police force, efficientlyintegrating the existing resource of police force, and constantly digging out thepotentials of the existing police force become an efficient measure and necessarychoice to resolute the issue of insufficient police force.Taking the police force allocation of Hangzhou public security organs as anexample, through investigation on local public security organs, this paper will findout the issues existing in actual operation, such as insufficient police force resourcemanagement, insufficient allocation of police force, unreasonable organizationalstructure, unstandardized operation mode, low efficient operation, etc. Whether thepolice force allocation is reasonable or not may directly affect the smoothimplementation of all work in public security system, moreover, it will also affecteconomic development of the whole society as well as the stability, and well-beingof the people’s living. So the reformation and optimization of the public forceresource allocation system must be carried out.By using modern management concepts, and combining the empirical analysison the police force allocation of Hangzhou public security organs, this paper putsforth constructive countermeasures and recommendations: adhering to the idea ofstrengthening the force by science and technology, enhancing the education andtraining on the police force, improving the assessment system of police force,clarifying the orientation of police functions, innovating the working pattern of police affairs, pushing the reorganization of police resource, and reformations andinnovations in improving the structure of police force. Then the allocating means ofpolice force resource will be improved, and the allocation as well as the applicationof police force will be optimized.
