Under the background of globalization and the sustained and rapid development of China’s social economy, inter-regional competition has been showing a more intense trend. The success of the Third Plenary Session of the 18th Central Committee of the Communist Party of China and the official launch of Comprehensively Deepening Reform mean that China has began a new round of leap type development. How to further streamline administration and delegate power to lower levels, and break down barriers? How to play the role of government and NGO? How to achieve the free allocation and reasonable flow of resources? How to conduct regional integration to achieve collaborative governance and co-construction and sharing? These are current important issues to be solved by various administrative bodies of the Government at all levels.Jinggangshan region is located in the superimposed area of two provinces with three cities and six counties. It mainly includes Jinggangshan city, Yongxin county, Suichuan county, Lianhua county, Chaling county, and Yanling county. As a famous revolutionary base, it is in the hinterland and is an extremely poor area. Counties in the Jinggangshan region are linked by mountains and rivers. People in this region are kind to each other and have frequent interaction. These factors provide a suitable sample for the research of collaborative governance with Chinese characteristics.This thesis first discusses the main background and the importance of collaborative governance of Jinggangshan region by historical analysis and typical case analyses method. There are two innovation points of this thesis. On the one hand, it based on the actual needs of collaborative governance of region and the characteristics of China’s administrative and power structures; also reviews the current researches about collaborative governance both at home and abroad and describes the theoretical basis of collaborative governance. The thesis puts emphasis on the analysis of intergovernmental competition and cooperation; it discusses the important role of the government, and to realize the coordination between government and the special interests, which are in order to establish a good coordination; cooperation mechanism and the formation of the public interest maximization. On the other hand, it focuses on collaborative governance of Jinggangshan region by typical case analyses method, which can analysis and prove the good experiences and barrier factors of this region, it could also overall design the ways of collaborative governance of Jinggangshan region. At the same time, in the similar region, we should take Jinggangshan region as a good example; the writer says we should find out a new way to solve the problems of western undeveloped areas and social management, so the writer gives some advice, such as follow-up policy, on the of going and trying beforehand in the actual action, and the interests compatible of all directions.Based on the theories of regional governance and collaborative governance, from the perspective of public administration and through typical case analysis, the thesis tries to analyze the surface and deep-seated reasons which hinder the collaborative governance of Jinggangshan region. It puts forward a series of measures and suggestions for strengthening the collaborative governance of Jinggangshan region from the levels of system, operation and interest. This thesis first discusses the main background and the importance of collaborative governance of Jinggangshan region. It also reviews the current researches about collaborative governance both at home and abroad and describes the theoretical basis of collaborative governance. Then, the thesis focuses on the real situation of the infrastructure construction, industrial development, social development, public services of Jinggangshan region based on the analysis of its social economic situation, historical background, development course, geographical location and the advantages of disadvantages of its development, Its focuses on inheriting the historical tradition of region synergy, implementing the national development strategy in the new period. highlighting regional advantages and promoting development of regional economy. Furthermore, the thesis makes a detailed analysis of the situation and practical experience as well as some existing problems and their specific causes of the collaborative governance of Jinggangshan region. Based on the actual needs of collaborative governance of Jinggangshan region and the characteristics of China’s administrative and power structures, the thesis puts emphasis on the analysis of intergovernmental competition and cooperation, non-governmental competition and cooperation, and competition and cooperation between governmental and non-governmental organizations from the perspective of coordinated regional development and collaborative governance. It proposes that emphasis should be put on the role of governmental and non-governmental organizations in order to establish a good coordination and cooperation mechanism.Enhancing social development vitality, increasing the level of social governance, ensuring that people live in peace and ensuring social stability are the important goals put forward at the 18th Party Congress. Regional collaborative governance is an important measure in ensuring the comprehensive construction of a well-off society and realizing the great "China Dream". Therefore, we must have profound knowledge about the significance of regional collaborative governance from the perspective of national strategy. Taking Jinggangshan regional collaborative governance as a model, we should make deep and lasting research and exploration about it.
