Study On The Collaborative Governance Of Metropolitan Government

The concept of collaborative area is emerging in the cooperation mechanism between our Governments,its emergence allows the difference between cities within a certain geographical range,relying on a certain policy,economic and other factors,with economically developed cities as the core driving force,according to Urban and urban transport network,Information network,environmental network and other advantages,Promote the city circle to inject new development vigor,create new cooperation area.The Ziller cooperation area has been promoted by all levels of government and social forces and entered into a new stage of development.The traditional municipal administrative relationship does not apply to the current economic development of the Jinan cooperation area,so the development of Ziller cooperation Area needs the cooperation between the two Governments.At the same time,the establishment of a high degree of integration of the development of the mechanism to achieve a total win.Based on the inter-government relationship and synergetic theory,this paper applies the research of synergetic governance to the cooperation of metropolitan areas to optimize the internal relations of governmental organizations and to form the linkage,constancy and synergy among government organizations.This paper,from the perspective of the inter-government relationship of metropolitan area,takes the synergetic governance as the theoretical analysis frame,expounds the problems existing in the development course of Ziller cooperation zone,draws the mature urban development mode,and puts forward reasonable suggestions.The paper is divided into four parts.The first part of the introduction,mainly expounds the reasons for the topic,research the purpose and original intention of the Ziller cooperation area,the research object of the systematic interpretation,study the effect of Ziller cooperation area and the significance of reference,to carry out relevant theoretical research review;An analytic model of the inter-government synergy governance in metropolitan areas,based on the mainbody-mechanism-performance model,this paper expounds the condition analysis of synergetic governance,and analyzes the synergetic governance of metropolitan area by theoretical framework.The third part is mainly based on the analysis of the integration of Jinan metropolitan area,taking the Ziller cooperation zone as the research object,through case analysis,This paper expounds the development situation of Jinan metropolitan area and the development strategy of Ziller Cooperation zone,the present situation and the bottleneck.This paper emphatically introduces the role and influence of the integration of Metropolitan Circle on Ziller cooperation area,and how to promote the construction;Part four from the Ziller cooperation area development overall path analysis,by the inter-government relations and the coordinated management and the fusion as the path.By looking at the development foreground of the cooperation area of Jinan,aiming at the problems between the different levels,the paper puts forward some suggestions and countermeasures to make the Ziller cooperation area play exemplary role in the sharing of dividend in Jinan metropolitan area,and become the leading area of Shandong regional cooperation.Finally,the development countermeasures of Ziller cooperation area are studied in the future.
