The Research Of Inter-government Cooperation Of Beijing-tianjin-hebei Region From The Adaption Governance Perspective

The value orientation of inter-government cooperation in Beijing-Tianjin-Hebei region is not only achieve their own interests, but also achieve the interest of all parts and made to maximize the overall interests. With the deepening inter-government cooperation in Beijing-Tianjin-Hebei region and the lack of the ideal external environmental governance, adaptive governance theory has become a new theoretical perspective to response the Beijing-Tianjin-Hebei region governance’s public governance problem in complex system.This paper uses the literature analysis, comparative analysis, system analysis, empirical analysis and other research methods, study on the adaptive governance theory which was proposed by Eleanor Ostrom and her colleagues.Thought to take the connotation and practical application development of adaptive governance theory as an opportunity, this paper demonstrate and analyzes the effectiveness and feasibility of adaptive governance theory in international cooperation. Then take it as the theoretical support, analyzes the key reason of Beijing-Tianjin-Hebei region international cooperation. The loss of overall collective interests is because that the lack of unified planning and action guide of governments and they take actions from their own part. The theory and practice of intergovernmental cooperation between the intergovernmental game provides a platform for communication, easing the intergovernmental game of confrontation and conflict. The paper bases on the Beijing-Tianjin-Hebei region and intergovernmental cooperation in key areas of cooperation with the plight of necessity, and combines with domestic and international intergovernmental cooperation cited success stories. What’s more, it depends on the adaptive control theory to analysis that the Beijing-Tianjin-Hebei region and intergovernmental cooperation should implement the five principles are: the principle of co-equality, the principle of complete information, subject to the principle of the rule, the principle of institutional diversity, the principle of gradual and contingency. On these principles, the paper focuses on key areas of Beijing-Tianjin-Hebei region and intergovernmental cooperation: ecologicalcompensation mechanism, integrated transportation network, collaborative development of cultural industries. In the end, it puts forward building a strong overall performance appraisal system and coordinate oversight mechanisms countermeasures.
