" Urban Village" is an unique product in the process of rapid urbanization in China. "Urban Village", as a place to provide temporary houses to mobile citizens, causes a series of social issues such as environment, hygiene and social security. All of the issues mentioned have posed threat to the healthy development of urbanization in China. "Urban Village" has become a tough and long-term social phenomena. It’s nessesaiy and urgent for the government to solve the management problem caused by "Urban Village" and diminish its negative impact. The transformation to modern neighborhood will play an important role in promoting urbanization, enhancing the civil living quality and creating new ways of social management.Compared with Beijing, Guangzhou and Shenzhen, Shanghai focuses less on the research of " Urban Village". Meanwhile, most of "Urban Village" in Shanghai have achieved the urbanization. Administration system has been transferred from management by Towns and Villages to by subdistricts. "Urban Village", as second-class old neighborhood, is regarded as the place of immigrant community. However, the domestic research on "Urban Village" is more about demolishment and reconstruction and is less about management of half-demolished "Urban Village".Gao Miao Model, namely governance model of "Urban Village", is successful experience of community management in Pudong New Area, which breaks through the current model of community administration led by government, combines the "Urban Village" model in the community management. The "Urban Village" model facilitate the administrative governance and community model combing social organization and community governance.The author tried to take the urban village in Shanghai Gaomiao (locating near the Huangpu River) as an example, based on the survey statistics, did research about the current living situation and governance situation of residents of "Urban Village", and analyzed the problems existed in the management of village, and find out the root of causes. The case of Shanghai Gaomiao will be exemplary to illustrate the toughness of management problems, which helps to achieve the three stages of governance:1) the transformation of reconstruction 2) the participation of social citizens promoted by government 3) the administration by urban community.In contrast to the data from twice surveys regarding to governance model of "Urban Village" in Shanghai Gaomiao, the author set forth that the difficulties of "Urban Village" management can’t be solved only by administrative governance, and the "Urban Village" management should be improved by combing government administration, society participation and citizen governance. The result provides a new research insight to the management of "Urban Villages" in Shanghai.
