Occupation burnout affects the civil servant’s physical and mental health and the government’s administrative performance issue of civil servants, under the background ofadvocating people-oriented management concept, more and more occupation exhaustion problem of grass-roots civil servants by the government departments management attention and concern. The psychological contract between the organization and themember as implicit, non written contract, members of the organization of the emotional, psychological and behavior have direct and regulate the role, in recent years, scholars at home and abroad based on psychological contract theory, the influence on the achievements of employees’ work performance, work a sense of deep research is done,but also gradually consciousness psychological contract theory has become an important factor that can not be ignored in the process of proment. This article from the psychological contract perspective, drawing on domestic and foreign research results, according to the present situation of occupation burnout of civil servants at the grass-roots level in China, analysis of causes of the problems of grass-roots civil servants occupation burnout, seek scientific effective relief path of grass-roots civil servants occupation burnout.The thesis is divided into four parts. The first part mainly is the related concepts of psychological contract and the grass-roots civil servants occupation burnout of the theoretical summation. Including the concepts of psychological contract and psychological contract of civil servants, the concept and characteristics of civil servants at the grass-roots level, the concept of grass-roots civil servants occupation burnout and negative effect,application of psychological contract theory to the grass-roots civil servants occupation burnout guidance. The second part mainly expounds the specific performance of grass-roots civil servants in our country at the present stage of occupation burnout. The third part of the main causes of occupation burnout of civil servants at the grass-roots level in China based on psychological contract analysis. The fourth part according to the grass-roots civil servants occupation burnout performance, causes, countermeasures to all eviate relevant grass-roots civil servants occupation burnout is proposed from the perspective of psychological contract.
