Into the 21 st century, under the impact of the knowledge economy, information economy gradually speed up the pace of people’s life, the content of the work is to diversify,It bring more pressure to the people’s life, for this reason occupation burnout problem comes. Civil servants at the grass-roots level are the government workers, directly contact with the masses is the direct executors of public affairs management, its daily work and image is related to the image of fairness and justice of the government, also is the construction harmonious society’s fundamental forces. As part of the public, civil servants at the grass-roots level in the work will be influenced by various aspects of occupation burnout problem. These problems will affect the normal working condition for every mood and life, which affect the health of body and mind, for government departments, civil servants at the grass-roots level of burnout will reduce work efficiency, in turn, affect the effective implementation of government policies and measures, reduce the government’s ruling ability and administrative levels. All in all, grass-roots civil servant’s occupation burnout influence both work and life of the individual, it will also cause problems for the government’s ruling mapping, eventually hinder the establishment of a harmonious society in our country.In view of this situation, comprehensive collection in the work of grass-roots civil servants burnout phenomenon, analyzing the reasons, formulating the related policy measures, can improve the personal quality of working life, ensure efficient operation, and have important significance for the construction of a harmonious society. Writing of this paper mainly includes the following questions: First, theory support, and introduces mas rice’s theory of three dimensions of civil servants at the grass-roots level in changchun, and selected as the object of investigation and analysis; Secondly, investigation and analysis, according to the survey research institute for the phenomenon of data to analyze the specific causes; Third, solve the problem, through the investigation of the phenomenon and reason of problem discussed for fundamental, suit the remedy to the case put forward the corresponding strategies to deal with civil servants at the grass-roots level of job burnout problem.
