| The progress of Information Science Technology has brought human society an information age, which pushes human society into the "information-based society" Informatization is the world trend of development, for informatization level has become an important symbol to measure a country’s international competitiveness, comprehensive national strength and the level of modernization. At the same time, it can also cause a comprehensive social reform, including the concept, system and mode provided by government’s public service. Informationization brings impact and challenge to the government’s public service.With the rapid development of modern information society, the requirements of information on public service mode gradually become more and more important. The degree of informatization makes the government to reconsider the previous public service mode, and reform it comprehensively. But at the same time, it also creates new thinking and new mode for the government when facing so many management difficulties during its reform process, and that will greatly expand the spaces for the development of government’s public service.This paper is a reflection and exploration which provides a path for customs’ public service under the background of informationization. The basic assumptions of this paper are:firtly, information technology not only promotes world economic development and social progress, but also evokes the adjustment of relations of production, and creates new requirements of government’s management concept and mode. The prvious public service mode cannot meet the requirements of the development, and customs, as a part of the government, has to seek the way to solve this problem; secondly, the progress of Information Science Technology, as a good way to promote the service level and cut down service costs, provides strong power and technical means for customs to build new public service mode; thirdly, by means of information to structure the government administrative mode of operation which is adapting to the information age development is necessary.Taking Fuzhou Customs 12360 Service Platform as an example, this paper expounds the instances of Fuzhou Customs’carrying out public service with the help of information technology. This paper is divided into six parts:the first one is introduction which puts forward the research background and issues of this topic; the second one is the description of information and public service reform from the perspective of basic theory and practice exploration, with the introduction of three major theories and their relation with customs public service, and in the section of practice exploration, there is the introduction of background, the evolution of management concept and the construction of the national customs 12360 Service Platform, and the results and perplexities gathered during the process of construction of 12360 hotline; the third one is the analysis focusing on Fuzhou Customs 12360 Service Platform, including its background, structure, performance and effect; the fourth one is the analysis of the construction plights of Fuzhou Customs 12360 Service Platform from three aspects as concept, system and mode; the fifth one is, firstly, the introduction of good experiences in construction of customs public service by other countries, and then putting forward some countermeasures and ways to deal with the specific circumstances of Fuzhou Customs; the last one is the conclusion summarizes the full paper, and puts forward the issues to be further studied. |
