The 18th CPC National Congress puts forward "to strengthen and improve the education and training of cadres, improve the quality and the ability of cadres. Rely on a solid and effective civil service training, continuing to enhance the ability of the Development and Reform Commission System (DRCS) of civil servants in Z City, is to strengthen the construction of civil servants, actively as a necessary way for regional economic and social development of the strategic mission.This paper discussed from the three important components of training system:the training needs analysis, optimization of training system and support of training system. First of all, combined with the job responsibilities of DRCS of civil servant, questionnaire and author’s many years of work experience, analyzed the present situation and existing problems of the DRCS of civil servant, and analyzed the demand of the civil service training policy system, and use competency and gap analysis methods to analyzed of demand of the training of civil servants of DRCS in Z city, concluded the contents of training demand. That is, the ability of administration according to law, public service ability and the ability of investigation and research. Secondly, Set targets on both a macro and a micro level based on analyzing training present situation and existed problems of the civil service training of the DRCS of civil servant in Z city. The reference to domestic and foreign civil servant training theory and practice research experience, implement optimization to the civil service training system of DRCS in Z city, Defines and discuss the indexes of selection of trainers, training content, training textbook compiling, training methods, training effect evaluate. Including through the internal and external selection combining choose trainers; training content based on nine general ability of civil servants, Combined with the operational capacity of DRCS named "9+X" mode; "four kinds of training" for civil servants as the basis, develop the network distance education, university special training and in-service education; use of Kirkpatrick evaluation model, set up 4 first level indexes,17 second level indexes,49 third level indexes and comprehensive evaluation all layers by 5 layer quantization standard on the reaction layer, learning layer, behavior layer and results layer, and use the satisfaction questionnaire collecting evaluation information. Finally, puts forward some measures to support the training plan, including four parts:shaping training concept, perfecting the training system, optimize resource allocation and strengthen the training of the training supervision and inspection.
