| With the rapid socioeconomic development people enjoy great convenience in their daily life,but also faces diverse and complicated environmental problems.The prominent environmental problems and the strengthening of environmental protection promote people’s awareness of environmental protection,the expectation for graceful living environment becomes more urgent,and environmental protection management is more professional and complex.The report of 18th CPC National Congress put forward new requirements and tasks for environmental protection management in the new period,opened a new chapter for environmental protection management.Civil servants in environmental protection system is at the forefront and window of environmental management.To effectively implement the environmental protection policy and to carry out the environmental protection management smoothly,the civil servants of the environmental protection system are expected to improve their overall quality,business ability and their work style.Therefore,how to further strengthen the building of ability of civil servants in environmental protection system,enhance the governing ability of environmental protection system through optimizing the training system remains an important issue to be discussed and addressed.This paper combines with my own work and practice,applies the theory of civil service training combined with the field research.The optimization of the civil servants training system in F environmental protection system is studied systematically.Firstly,this paper collects and analyzes the data by questionnaire,summarizes the current situation and the existing problems of the civil servant training work of F environmental protection system.It concludes that the current civil servant training of F environmental protection system has some problems,such as the backward training ideas,the unequal training opportunities,the weak training foundation,the repeated training contents and the inflexible training styles,the defective training mechanism,etc.Secondly,in view of the above problems,this paper puts forward the idea of optimizing the civil servant training system of F environmental protection system.First,optimize the management idea of civil servant training of F environmental protection system,including the concept of training strategy,the concept of "new public management","people oriented","competence based" and "lifelong learning".Second,optimize the management system of civil servant training of F environmental protection system,specifically starting with the five aspects that accurately analyzing training needs,formulating scientific training planning,setting detailed training objectives,designing training content rationally,selecting training methods as needed,etc.Third,optimize the management mechanism of civil servant training of F environmental protection system,which is optimizing training needs supply mechanism,training incentive and restraint mechanism,training supervision and management mechanism,etc.Finally,this paper puts forward the implementation and evaluation of the civil servant training system of F environmental protection system.This paper believes that measures from four aspects should be taken to ensure the implementation of the civil servant training system of F environmental protection system--strengthening the resource supply of civil servant training,ensuring adequate training time for civil servants,establishing smooth training communication channels,and building a learning environmental protection agency.It also proposes to establishes a evaluation model of civil servant training system of F environmental protection system from the four aspects of the civil servant training response assessment,learning evaluation,behavior evaluation and results evaluation.It is hoped that the research results of this paper can provide a reference for optimizing the training system of civil servants in F environmental protection system,and provide some reference for other environmental protection departments. |
