There was a global association revolution around 1980s, and this revolution in turn dramatically changed the model of societal governance from administrative to co-operative. The revolution brought the world with profound significance, and the non-governmental organization (NGO) springing out and getting increasingly important role is a case to point. With the rapid development in 1980s, NOGs, which pervasive in every aspects of our life in China, have made a great contribution to the societal management, acting as a third-party to reconcile social disputes, filling the gaps between government and market. Because of the NGOs in China have an inherent relationship with the government, they gradually developed a friendly cooperative relations with the government and optimized the resource allocation systems in order to meet the ever growing need for the public services. Therefore, the NGOs have become an vital system for modern industrial society development and governance, specifically to the public services in the rural areas.Urban-rural dual structure is the main obstacle which hinders the integration of urban-rural economic and social development. The Party’s eighteen plenary session had make it clear for the development of the rural areas in terms of economic and society, which aiming at breaking the dual structure and reaching social services equalization. Theses process needs the involvement of the whole society, and especially calls for the NGOs deeply participation. The NGOs have gradually played an important role in the social life; however, when it comes to the public services supply in rural areas, they just not like the official organizations that have a legislative obligation and legal status. Therefore, how to find a proper status in order to provide public services supply for rural areas and finally achieve an equalization public services is a vital issue to discuss.Hence, this essays firstly aims at the NGOs’functions as supply of the public services in rural areas as well as the basic orientation of rural public service functions of the NGOs; then it analysis the specific case for China NGOs’role in the existing problems; and finally put forward some suggestions to the NGOs in terms of co-operative model, organization system, function orientation, internal institutional structure and its relationship with government.
