As grassroots administrative institutions of cities in China, Sub-district Office is in charge of the implementation of grassroots public services and social management policies from upper governments, thus playing a key role in social management. As the eventually perform carrier of the performance management system, performance of Sub-district Office is an important component of government performance. It can be said that with the transmission from the bottom up, the effect of performance management of Sub-district Office will not only affect the performance management of governments at all levels, but also concern the implementation of policies and the public’s impression of governments. The sub-district offices in Yuzhou District, Yulin City are representative to certain extent under Chinese pattern of public administration as they have the common problems with performance management of grassroots sub-district offices in China. From the perspective of the Scientific Outlook on Development, based on the necessity and urgency of developing performance management of street offices, and combined with the actual implementation situation of performance management of The sub-district offices in Yuzhou District, Yulin City, this paper profoundly analyzes problems in the performance management of the Sub-district Office, including unscientific design of performance appraisal indexes, inauthentic performance appraisal results, single performance appraisal subjects, ineffective role of performance management, etc., and indicates reasons for the problems. In addition, based on in-depth and detailed study on these problems, a series of countermeasures, including updating the concept of performance management guided by the Scientific Outlook on Development, establishing the scientific performance evaluation system, establishing the security system of performance management of Sub-district Office, improving the appraisal methods and means, perfecting the multiple subject appraisal mode with public participation, and exploring to establish a long-term performance appraisal mechanism of Sub-district office, are proposed to improve the performance management of Sub-district Office and realize the scientization, normalization and standardization of performance management of Sub-district office.
